The Phoenix is a codename for a metahuman shapeshifter who has aided Agency operations in the past. The Phoenix operates on Level 1 clearance and should be treated accordingly. However, verification of any individual claiming to be The Phoenix is vital to Agency security. As with all shapeshifters, identification can be difficult. The Phoenix's shapeshifting abilities are unique in that she reverts to a base female state with silver eyes and hair. In addition, any damage will revert this individual to said base state and when injured, this individual will not bleed. Both of these characteristics are recommended points of observation in the field for identity confirmation. If confirmation is obtained, seek an immediate safe location and call in. Further instructions will be provided by those with appropriate clearance.
