The Agency also engages in massive information management programs, covering up or explaining away metahuman exploits, which might otherwise alert the general populace to the reality of metahuman powers. To this end, the Agency has connections in most major law enforcement, military, and media organizations.

The Agency is a multinational organization whose mission is to maintain the stability of human society by minimizing and covering up metahuman activity. They prefer to attain this objective by a three-pronged program:
- Early intervention in a metahuman's life
- Educating the metahuman about how to live quietly and peacefully within society
- Extensively monitoring each metahuman to ensure compliance
In this manner, the Agency can typically control society's exposure to metahuman powers. However, if a metahuman refuses to comply, the Agency will try to ensure the stability of society by any means, including by force. If all else fails, the Agency can either kill the metahuman, or send them to [[NeverNeverLand Never Never Land]], a permanent orbiting prison.

====The Research Division====
The first and largest division is the Research Division, which totals thousands of individuals. Their responsibilities include the development of new tools and equipment to be used by the other divisions, as well as the investigation of items and individuals that are brought in by the other sections. This section is led by the Head of Research, who directs the investigations by the various labs in the Division. In some cases, these investigations are conducted within the walls of Agency institutions. However, some non-metahuman research is outsourced to external national or international agencies, and some lower-level scientists and researchers work without being aware of metahumans.
The field wing of Research, know as [[Section11 Section 11]] was founded in World War II to combat the Nazi's, who were using the supernatural to wage their war, employing things that make even metahumans appear mundane. These supernatural diversions needed special care and investigation, and Section 11 was created to fill that need. They continue to this day, investigating all those things that go bump in the night. When the supernatural strikes, Section 11 will be there.

===The Recovery Agents===
The Recovery Agents are made up of the five most highly skilled agents in the division. They are called in, when needed, to deal with extreme metahuman incidents. Such incidents are most often caused by rogue metahumans ("white rabbits" in agency parlance), who use their powers for personal gain or exploitation of humans. These metahumans are viewed as extremely dangerous threats to the core goals of the Agency, and the Recovery Agents are responsible for dealing with these threats as they arise.
===The Field Agents===
The Field Agents (agents with a ranking of 006 or higher) make up the bulk of the Field Division. They each have a metahuman charge, or "assignment", and their job is to implement the Agency's three-pronged approach of intervention, education, and monitoring for their particular assignment. When staffing permits, these lower level Field Agents work in teams of two, and provide hands-on assistance to their assignments. They are also on-site to respond within moments to any potential or actual breach of the metahuman secret. The Agency's policy is that Field Agents should maintain a response time that will beat local law enforcement and public safety personnel to any incident, and to this end the Field Agents try to be within 10 minutes of their assignments at all times. The relationships between agents and their assignments can develop into personal, life long friendships, or can be completely detached, with Agents not involving themselves in the life of the metahuman unless necessary, or can be confrontational, when metahumans disagree with the rules set down by the Agency. Field Agents are also charged with monitoring the activities of retired Agents.

- More commonly referred to by agents as “the black box”, the Markson emits a powerful Electro Magnetic Pulse at a radius of 10 miles, and has a recharge time of just one hour. The EMP knocks out power, erases video, and generally scrambles technology until help can arrive to get the situation under control. Agents are encouraged to use the black box whenever in doubt, it is much easier for Response to explain away a blackout than a video of a flying person.

This third subsection of the Field Division is made of 300 Agents who provide support and assistance to the agents in the field. They provide information on activities, relay communications from other field agents, and facilitate communications with the Response Division. Each major country has a support agent in charge of that area. These support agents usually are connected with local law enforcement, as well as governmental agencies in the area (e.g. the FBI, MI-5, KGB). Though these mundane organizations do not realize they are working with and for the agency, they provide an invaluable resource in both responding to threats as well as identifying them.

The third major division of the Agency is the Response Division, but is know more informally as the "Boys in Blue", or "Damage Control". The objective of the Response Division is to clean up after metahuman incidents, and maintain human society's ignorance of metahumans. This section includes around 200 individuals, and is headed by a position known internally as "The Closer". In the course of their work, the Response Division uses direct and indirect manipulation of public perception to maintain the metahuman secret. Their methods include erasing video tapes, submitting alternative news stories, or creating detours around areas that have been impacted by an event. Field Agents usually call in this section and supply direction as to what needs to be done in order to recover from a metahuman incident. When a high-visibility or otherwise extremely delicate situation arises, the head of the division, "The Closer", is called in. This usually occurs in response to the activities of the Recovery Agents. The Closer maintains absolute authority over a scene and over the Field Agents who are present.

For the most part, Agents will simply be reporting to a direct superior that they work under. The Agency is not a military organization, in most cases members of the agency are encouraged to as question of their superiors and make sure that what they are doing is the best way to handle things. However, this dialogue ends when in the field. There is often no time for debate when faced with a crisis, and in this case the chain of command is strictly observed.

For active Field Agents, one of their highest priorities is to ensure that metahuman activity does not come to the attention of the rest of society. One device to assist in this goal is the use of call signs so that when an Agent is communicating over the phone they can use these coded phrases to request assistance, report circumstances and contact other members of the Agency without raising alarms of those around them who might overhear. The following are the most basic and commonly used phrases:

The Agency is a multinational organization whose mission is to maintain the stability of human society by minimizing and covering up metahuman activity. They prefer to attain this objective by a three-pronged program:
- Early intervention in a metahuman's life
- Educating the metahuman about how to live quietly and peacefully within society
- Extensively monitoring each metahuman to ensure compliance
In this manner, the Agency can typically control society's exposure to metahuman powers. However, if a metahuman refuses to comply, the Agency will try to ensure the stability of society by any means, including by force. If all else fails, the Agency can either kill the metahuman, or send them to [[NeverNeverLand Never Never Land]], a permanent orbiting prison.
The Agency also engages in massive information management programs, covering up or explaining away metahuman exploits, which might otherwise alert the general populace to the reality of metahuman powers. To this end, the Agency has connections in most major law enforcement and media organizations.

The Agency, founded in 1788, was the creation of members of the [[TheSocietyOfSecrets Society of Secrets]], who felt that they needed to create a more proactive organization that would assist metahumans in living within human society. Each Field Agent carries a full suite of specialized equipment, called a "kit". The kit consists of:

Contains top of the line drugs, bandages, and other basic medical supplies all in a tiny case that fits easily in a coat pocket.

This third subsection of the Field Division is made of 300 Agents who provide support and assistance to the agents in the field. They provide information on activities, relay communications from other field agents, and facilitate communications with the Response Division. Each major country has a support agent in charge of that area. Instead of waiting for endangered metahumans to find them, the Agency actively locates metahumans and presents the reality of their situation, of being a metahuman in a human world, and offers its assistance. The relationships between the metahumans and Agency can develop into personal and life long friendships, be completely detached with Agents not imposing into the life of the metahuman unless forced to by overt activity, or can be confrontational when metahumans disagree with the existence of the Agency.
