They let [[RafikKazi Rafik Kazi]] into their plans, and encourage him to have his caravans spread the word to any located metahumans of safe refuge in [[ParadiseLost Paradise Lost]]. The Kazi caravans then start funneling any willing metahumans into [[ParadiseLost Paradise Lost]].
