Founded: 1788 CE, under the leadership of PhillipDubois Phillip Dubois.
The Agency is a multinational organization whose mission is to maintain the stability of human society by minimizing and covering up metahuman activity. They prefer to attain this objective by a three-pronged program:
- Early intervention in a metahuman's life
- Educating the metahuman about how to live quietly and peacefully within society
- Extensively monitoring each metahuman to ensure compliance
The Agency also engages in massive information management programs, covering up or explaining away metahuman exploits, which might otherwise alert the general populace to the reality of metahuman powers. To this end, the Agency has connections in most major law enforcement, military, and media organizations.
History
The Agency, founded in 1788, was the creation of members of the TheSocietyOfSecrets Society of Secrets, who felt that they needed to create a more proactive organization that would assist metahumans in living within human society. Its first director was PhillipDubois Phillip Dubois. The Agency rapidly gained footholds in many mundane law enforcement agencies (e.g. the FBI, ATF, National Guard), media organizations (Associated Press, Al-Jazeera, New York Times, JNN), as well as international espionage organizations (NSA, CIA, MI-5, KGB). They use these contacts to manipulate press coverage of visible metahuman activity.
Structure
The Agency is organized in three sections, all under the leadership of a single director. The director is supported by a council, made of the heads of the three respective divisions. The three sections are the research division, the field division, and the response division.
The first and largest division is the Research Division, which totals thousands of individuals. Their responsibilities include the development of new tools and equipment to be used by the other divisions, as well as the investigation of items and individuals that are brought in by the other sections. This section is led by the Head of Research, who directs the investigations by the various labs in the Division. In some cases, these investigations are conducted within the walls of Agency institutions. However, some non-metahuman research is outsourced to external national or international agencies, and some lower-level scientists and researchers work without being aware of metahumans.
The field wing of Research, know as Section11 Section 11 was founded in World War II to combat the Nazi's, who were using the supernatural to wage their war, employing things that make even metahumans appear mundane. These supernatural diversions needed special care and investigation, and Section 11 was created to fill that need. They continue to this day, investigating all those things that go bump in the night. When the supernatural strikes, Section 11 will be there.
When something out of the ordinary happens in the world, Section 11 Agents are dispatched by the Agency to the location to investigate. If they find that the strangeness was metahuman related, they call in Field Agents and return to base, if they find it was normal human activity, they report it to the appropriate mundane organization (army, law enforcement, etc.), if they find it was something supernatural, they stay to investigate it and its source.
The Field Division is in charge of dealing directly with metahumans. They are split into three subsections. The first subsection is referred to as the Recovery Agents. This small group of highly-skilled agents are called in on an as-needed basis to deal with the most challenging metahuman activities. Usually hunting down and dealing with powerful, rogue metahumans. The second subsection, called the Field Agents, are responsible for the everyday monitoring and communications with their assigned metahumans, when manpower allows, they are assigned in pairs to this duty. They are the bread and butter of the Agency, and the face that most metahumans see. As the men and women enforcing the core of the Agencies goals, they are, of all the Agents given the most power and pull. The third subsection is in charge of providing support for agents in the field. They make up the bulk of the Agnecy and live and work out of various Field offices, as well as Onboard Atlantis, TheAcademy The Academy, and NeverNeverLand Never Never Land. They run the monitoring equipment, and provide contacts to local law enforcement, security cameras, and general support that allow the rest of the field Agents to do their jobs.
The Field Division has a strict chain of command, with its agents numbered sequentially 001 through 150, or so. The agents are ranked according to their skills and their success in their jobs. The top five agents in the division (numbers 001 through 005) make up the Recovery Agents, while the rest of the agents make up the Field Agent corps. The Agency, although incredibly well funded, is relatively short staffed for the amount of observations they attempt to undertake and the span of their objectives. This shortage of staff is seen most clearly in the Field Division.
The Recovery Agents are made up of the five most highly skilled agents in the division. They are called in, when needed, to deal with extreme metahuman incidents. Such incidents are most often caused by rogue metahumans ("white rabbits" in agency parlance), who use their powers for personal gain or exploitation of humans. These metahumans are viewed as extremely dangerous threats to the core goals of the Agency, and the Recovery Agents are responsible for dealing with these threats as they arise.
The Field Agents (agents with a ranking of 006 or higher) make up the bulk of the Field Division. They each have a metahuman charge, or "assignment", and their job is to implement the Agency's three-pronged approach of intervention, education, and monitoring for their particular assignment. When staffing permits, these lower level Field Agents work in teams of two, and provide hands-on assistance to their assignments. They are also on-site to respond within moments to any potential or actual breach of the metahuman secret. The Agency's policy is that Field Agents should maintain a response time that will beat local law enforcement and public safety personnel to any incident, and to this end the Field Agents try to be within 10 minutes of their assignments at all times. The relationships between agents and their assignments can develop into personal, life long friendships, or can be completely detached, with Agents not involving themselves in the life of the metahuman unless necessary, or can be confrontational, when metahumans disagree with the rules set down by the Agency. Field Agents are also charged with monitoring the activities of retired Agents.
Each Field Agent carries a full suite of specialized equipment, called a "kit". The kit consists of:
- Ver 2.3.4001 Satellite Phone
- The phone works as a standard cell phone, as well as accessing the internet, radio, satellite, as well as military, police, and secure agency channels for real time updates. It contains the worlds most advanced GPS, a heat sensor, low grade sonar, a motion detector a night vision camera, a standard camera, a video camera with 100x zoom, a flashlight, a solar recharger, calculator, a breathalyzer, x-ray, a chemical analysis suite, a 200 terabyte hard drive, a word processor, email client, a Kranze and medical scanner, and a short range tazer.
- The phone is chemically keyed to the issued agent, should it be compromised or the password incorrectly entered it becomes a level 2 incendiary device, lethal up to 10’.
- Markson Portable EMP
- More commonly referred to by agents as “the black box”, the Markson emits a powerful Electro Magnetic Pulse at a radius of 10 miles, and has a recharge time of just one hour. The EMP knocks out power, erases video, and generally scrambles technology until help can arrive to get the situation under control. Agents are encouraged to use the black box whenever in doubt, it is much easier for Response to explain away a blackout than a video of a flying person.
- Walter PPK, and 2 full clip reloads
- Agents in the field live dangerously, even the simplest assignment can quickly take a turn for the worse. The gun, while it may seem silly has saved the lives of more agents, and their assignments than any other tool in our arsenal.
- Medkit
- All agents are trained in the basics of first aid, and while they may not be able to perform brain surgery, they can often stabilize and save lives with these simple kits. Contains top of the line drugs, bandages, and other basic medical supplies all in a tiny case that fits easily in a coat pocket. In special cases, the kit can come equipped with two Kranze Saliva tests, which can be used to get a quick and dirty carrier reading. All field agents are trained how to run a KranzeTest Kranze Test.
- Pins
- Pin's are given out only to Recovery Agents. And have only come into use recently. They are small toothpick shaped pieces of ColdSteel that the Agency acquired, and studied in the 1990's. They give the user direct access to MelissaDubois Gateway and allow them to teleport themselves nearly instantaneously across the globe.
This third subsection of the Field Division is made of 300 Agents who provide support and assistance to the agents in the field. They provide information on activities, relay communications from other field agents, and facilitate communications with the Response Division. Each major country has a support agent in charge of that area. These support agents usually are connected with local law enforcement, as well as governmental agencies in the area (e.g. the FBI, MI-5, KGB). Though these mundane organizations do not realize they are working with and for the agency, they provide an invaluable resource in both responding to threats as well as identifying them.
The third major division of the Agency is the Response Division, but is know more informally as the "Boys in Blue", or "Damage Control". The objective of the Response Division is to clean up after metahuman incidents, and maintain human society's ignorance of metahumans. This section includes around 200 individuals, and is headed by a position known internally as "The Closer". In the course of their work, the Response Division uses direct and indirect manipulation of public perception to maintain the metahuman secret. Their methods include erasing video tapes, submitting alternative news stories, or creating detours around areas that have been impacted by an event. Field Agents usually call in this section and supply direction as to what needs to be done in order to recover from a metahuman incident. When a high-visibility or otherwise extremely delicate situation arises, the head of the division, "The Closer", is called in. This usually occurs in response to the activities of the Recovery Agents. The Closer maintains absolute authority over a scene and over the Field Agents who are present.
For the most part, Agents will simply be reporting to a direct superior that they work under. The Agency is not a military organization, in most cases members of the agency are encouraged to as question of their superiors and make sure that what they are doing is the best way to handle things. However, this dialogue ends when in the field. There is often no time for debate when faced with a crisis, and in this case the chain of command is strictly observed.
The chain of command is as follows:
- The Director of The Response Division, “The Closer”
- The Director of the Agency
- Agent 001
- The Director of the Area where the action is taking place
- The Field Agent with the highest number actually at the location
- A Director of an Area other than where the action is taking place
- Field Agents, in order of number, with low outranking high
- Response Division members
- Field Agent Commanders
- The Research Director
- Research Field Agents of Section11 Section 11.
Note: That the above chain of command assumes that the currently situation involves a metahuman. In the case that the situation is "unknown" or involving something supernatural, Section 11 Moves to above Agent 001 in the Chain.
For active Field Agents, one of their highest priorities is to ensure that metahuman activity does not come to the attention of the rest of society. One device to assist in this goal is the use of call signs so that when an Agent is communicating over the phone they can use these coded phrases to request assistance, report circumstances and contact other members of the Agency without raising alarms of those around them who might overhear. The following are the most basic and commonly used phrases:
Alice
A newly manifested metahuman who has not been contacted yet by any faction
Assignment
The Metahuman that they are currently watching.
Emerald City
Need for coverage after a metahuman incident
Midas
A metahuman using their powers for profit
Boys in Blue
A need for Response Division agents to come to a scene
Golden Apple
An item of potential importance that could cause conflict
Tinkerbell
A need for immediate transport
Kringle
A Need for cash
Valentini
A Need for medical assistance
Mondego
A member of the Agency who has turned rogue
Helen
A metahuman being pursued by several factions, regardless of gender
Crusoe
A metahuman who has been transported to Agency custody
White Rabbit
A metahuman who is on the run from authorities, including the Agency
Darling
A term used to indicate the total number of individuals needing resources such as transport or housing
Cottontail
An individual using an item to obtain metahuman abilities
Dimmesdale
A member of the Alliance of Humanity
Puck
A metahuman who is aware of their abilities and actively using them but as yet unknown purposes
- "I need a Tinkerbelle for 3 Darlings." = I need immediate transportation for three individuals.
- "The White Rabbit got away from me." = The metahuman the Agent was following escaped.
- "I’m going to need an Emerald City and a big Kringle." = The Agent require the Response Division aka Boys in Blue to come in and clean up a mess resulting from metahuman activity that is larger than that single Agent can contain. The Agent also will require an influx of cash.
- "I think Alice has Dimmesdale on his tail." = The Alliance of Humanity is possibly involved and also tracking the uninitiated metahuman in question.
- "I managed to isolate the Cottontail and acquired his Golden Apple." = The Agent stopped an individual using an item to obtain metahuman abilities and has that item in her possession.
- "I’ve located the Helen but she’s going to need a Valentini stat." = The Agent located the metahuman who was being pursued by several factions but that individual requires medical attention.
Field Agents can be posted anywhere, but there are offices for Agents throughout the globe. These are usually lightly manned with the bulk of the administrative functions and offices in New York. There a few more secure locations, the Director and his direct staff are constantly in motion located on a Aircraft Carrier called Atlantis, and it also is from this ship that The Closer directs the Response Division. In addition, there is a space station, NeverNeverLand Never Never Land, orbiting the earth, where metahumans are taken who refuse to exist within the parameters set by the Agency. In Northern France there is a large underground bunker, TheVault The Vault that Section 11 uses to house supernatural materials. Lastly, nestled in the Swiss Alps is TheAcademy The Academy A school where meta humans can be brought to learn how to safely use their powers.
