Founded: 1788 CE

The Agency was the creation of members of the Society of Secrets who felt that they needed to create a more proactive organization that would assist metahumans live within human society. Instead of waiting for endangered metahumans to find them, the Agency actively locates metahumans and presents the reality of their situation, of being a metahuman in a human world, and offers its assistance. The relationships between the metahumans and Agency can develop into personal and life long friendships, be completely detached with Agents not imposing into the life of the metahuman unless forced to by overt activity, or can be confrontational when metahumans disagree with the existence of the Agency. Although their objective is to facilitate metahumans living peacefully within human society, the Agency will track down rogue metahumans and fight with those who choose to not adhere to this co-habitation ideal and will confine them. For those who remain in human society, they are monitored by members of the Agency and upon an event that might expose the existence of metahumans, members of the Agency will intervene in order to mitigate awareness of metahumans by the rest of society. Regardless of how the relationship develops between the metahumans and Agency, those that are made aware of the Agency are monitored for life and Agency members are aware that even if they retire, they are also monitored.

The Agency, although incredibly well funded, is relatively short staffed for the amount of observations they attempt to undertake and the span of their objectives. The structure of the Agency can be broken into three sections which are all under the leadership of a single Director who is supported by a Council made of the Closer, the Head of Research and Field Agent 001.

The first and largest section is the Research Division which totals over 1000 individuals. This section is led by the Head of Research who directs the investigations by the various labs in the Division. In some cases these are done within the walls of Agency institutions but not all, and some scientists and researchers work without being aware of metahumans although these individuals are at the lowest levels. Out of the Research Division come many of the tools used by the other sections as well as researchers who study items and individuals that are brought in by the other sections.

The second section is the Field section which is broken up into three subsections. At the top of this section are the Recovery Agents, who are Field Agents 001-005. Field Agent 001 is a member of the Director’s Council and 001 and the other four top Agents are called in to deal with the most challenging metahuman activities. The rest of the Field Agents, numbered 006-150 or so, are ranked based upon their effectiveness and success at their job. That job entails responding to the issues of their metahuman Assignments. When staffing permits, these lower level Field Agents work in teams of two and provide hands on assistance to their Assignments and are on site to respond within moments to any breach or potential breach of the metahuman secret. Each Field Agent carries a black box that contains an electro-magnetic pulse that can terminate any electronic device in a specified range that is used to eliminate communication and recording technologies and prevent the spread of news in cases of overt metahuman activity. Every Field Agent also has a cellular phone that has a tracking chip within it and is used to receive instructions and make contact with the third subsection of the Field Section. This third subsection is made of 300 Agents who provide administrative assistance to the Agents in the Field. They provide information on activities, directions from higher Field Agents and are used to communicate between the Field Agents and Boys in Blue.

The third section that acts in response to the Field section is known as the Boys In Blue or BIB. This section includes around 200 individuals and is headed by a position known as the Closer. The objective of the Boys In Blue is to clean up after metahuman incidents and maintain the secrecy of the existence of metahumans to human society. Such actions that they might take include erasing video tapes, submitting alternative news stories or create detours around areas that have been impacted by an event. Field Agents usually call in this section and supplies direction as to what needs to be done in order to recover from a metahuman incident. The exception is the Closer who is called in when high priority or extremely delicate events occur, usually in response to the activities of the highest Field Agents. The Closer maintains absolute authority over a scene and over the Field Agents who are present.
